It seems there is no record of any one person who has the original idea for a Front Royal-Warren County C-CAP. In the fall of 1977, however a proposal sponsored by the religious community was circulated throughout the community to establish a community service organization. An informal meeting was held on October 24th, 1977. Present was a representative from the Winchester C-CAP who gave a slide presentation and discussed their program in Frederick County.

On November 11th 1977, there was an organizational meeting at the Leslie Fox Keyser School. The Steering Committee included the Honorable Carle F Germelman, Beth Iden, Dr. Marjorie K. Orr, Judy Bogner (of Winchester C-CAP), the Rev. John P. Oliver, Jr. and the Rev. Richard H. Whitney. Jean Crump was selected that evening to head up the undertaking.

The first set of minutes available were from a January 10th, 1978 meeting. This, therefore has become the date of record for the organization. The Front Royal Presbyterian Church offered space to C-CAP and in April of 1978 the office was open to receive clients. C-CAP has been serving local families in need ever since. The C-CAP offices have since moved to the basement of the St. Luke Community Clinic.
